Nigerian Ports Authority Ensures Continuity Amid ETO Agreement Review
The Nigerian Ports Authority (NPA) has assured port users and industry stakeholders that operations will remain uninterrupted as it reviews the expired agreement governing the Electronic Truck Call-Up System, known as ‘ETO’. This system plays a crucial role in managing truck traffic at the ports, and its continued functionality is vital for maintaining efficiency in cargo movement.
The contract between the NPA and Truck Transit Park Ltd (TTP), which manages the ETO platform, expired at the end of February 2026. However, the authority has taken steps to address concerns and ensure that there is no disruption in port operations. The NPA emphasized that its primary focus remains on maintaining the efficiency of port activities and facilitating seamless cargo movement.
Onyemakara, the NPA’s General Manager for Corporate Communications and Strategy, stated that there are options under the expired agreement that can be adopted to ensure necessary arrangements are in place for business continuity. He highlighted that these measures would guarantee that operations are not disrupted in any way.
He described the review process as a routine administrative task that aligns with global best practices. The NPA is committed to safeguarding the gains achieved since the introduction of the digital call-up system. This commitment reflects the organization’s dedication to continuous improvement and operational excellence.
The ETO platform was introduced in 2021 during the Apapa gridlock crisis, aimed at regulating truck movement into the Lagos ports corridor. By requiring pre-booked access slots before trucks approach the ports, the system restored order to the once chaotic logistics chain. It significantly reduced traffic congestion along port access roads and improved overall efficiency.
According to Onyemakara, the expired agreement contains clear provisions to guarantee operational stability. These provisions are essential in ensuring that the transition during the review period does not affect the smooth functioning of the ports.
Stakeholders have also acknowledged the positive impact of the ETO system under the NPA’s supervision. They noted that the digital regime has contributed to improved cargo evacuation, enhanced vessel turnaround time, and greater predictability in port operations. This has been a significant factor in boosting investor confidence.
The NPA’s reassurances are particularly important as the organization continues to pursue broader port modernization initiatives. These initiatives aim to improve competitiveness and efficiency in the long term. By maintaining the integrity of the ETO system, the NPA is reinforcing its commitment to creating a more efficient and reliable port environment.
Key Benefits of the ETO Platform
- Improved Cargo Evacuation: The ETO system has streamlined the process of moving cargo in and out of the ports, reducing delays and increasing throughput.
- Enhanced Vessel Turnaround Time: With better coordination of truck movements, vessels can be unloaded and loaded more efficiently, leading to shorter turnaround times.
- Greater Predictability: The system provides a structured approach to managing truck access, making port operations more predictable and manageable for all stakeholders.
Future Outlook
As the NPA moves forward with the review of the ETO agreement, it is expected that the new terms will continue to support the goals of efficiency, safety, and sustainability in port operations. The authority’s proactive approach in addressing concerns and ensuring continuity demonstrates its commitment to the port community.
With the ETO system playing a pivotal role in the current logistics landscape, the NPA’s efforts to maintain its functionality are critical. The ongoing dialogue with stakeholders and the implementation of best practices will help ensure that the ports remain competitive and responsive to the needs of the global trade network.
